Poole Harbour Recreation SPD

The Poole Harbour Recreation 2019-2024 Supplementary Planning Document was adopted by the Council on 18 February 2020 and came into effect from 1 April 2020. The SPD is accompanied by an Adoption Statement, a reference list and a consultation report

The SPD sets out a strategy under which planning applications for residential development can be determined and avoid adverse effects on the integrity of Poole Harbour, by mitigating the impact of additional visitors to the Harbour that can cause disturbance to protected birds.

Mitigation is necessary for all new residential development within the boundary of the Poole Local Plan. The mitigation will be provided through Poole Harbour Infrastructure Projects (PHIPs) and Strategic, Access Management and Monitoring (SAMM). PHIPs are usually secured through the payment of Community Infrastructure Levy (CIL) but SAMMs are secured by planning obligation.

The cost of delivering SAMM for BCP Council in the area covered by the Poole Local Plan is: 

  • £140 per house
  • £96 per flat

Payment of SAMMs can be made prior to the grant of planning permission as an upfront payment (Section 111 of the 1972 Local Government Act); or prior to commencement (Section 106 Agreement or unilateral undertaking). There is an administration charge of 5% of the total contribution payable, subject to a minimum charge of £25 and capped to a limit of £330 per contribution. The SAMMs rates will be increased in line with inflation every year on 1 April.
