Planning for waste disposal and mineral extraction in Dorset
Our Planning Committee makes decisions on applications for mineral sites and waste management facilities in Bournemouth, Christchurch and Poole. However, under an agreement, we are advised on strategic minerals and waste planning matters by Dorset Council officers. Prior to Local Government Re-organisation in April 2019 Dorset County Council was responsible for the preparation of minerals and waste planning documents for Bournemouth Borough Council, the Borough of Poole and Dorset councils. A similar relationship has continued since re-organisation with the new Dorset Council supplying expertise to BCP Council.
The Minerals Strategy is a plan setting out the vision, objectives and policies for meeting Bournemouth, Dorset and Poole's mineral needs. It sets out the strategy for quarrying stone, sand and gravel, ball clay and other minerals within the county, taking into account the need to meet requirements in a sustainable manner. The plan contains the policies and criteria used for considering planning applications for mineral developments. The Minerals Strategy was adopted by Dorset County Council, Bournemouth Borough Council and Borough of Poole on 6 May 2014.
Bournemouth, Christchurch, Poole and Dorset Mineral Sites Plan and Waste Plan
On 29th March 2018 the Mineral Sites Plan and the Waste Plan were both submitted to the Secretary of State for examination. This followed a concurrent period of consultation on both documents which commenced on 1st December 2017 and closed on 31st January 2018.
Mineral Sites Plan
Public hearings took place in September-October 2018, and February 2019. Following the examination, the Inspector appointed to examine the Mineral Sites Plan found that the Plan provided an appropriate basis for mineral planning in the Plan area, provided that a number of main modifications were made to it. Both BCP Council and Dorset Council agreed to make the required modifications and adopted the Plan on 31st December 2019.

Following the examination, the Inspector appointed to examine the Waste Plan found that the Plan provided an appropriate basis for waste planning in the Plan area, provided that a number of main modifications were made to it. Both BCP Council and Dorset Council agreed to make the required modifications and adopted the Waste Plan on 31st December 2019.
