Councillors support CIL Charging Schedule

At a Council Meeting last night, 19 February 2019, Members approved the borough’s new Community Infrastructure Levy (CIL) Charging Schedule.

Members agreed to approve the CIL Charging Schedule after considering the recommendation from the Place Overview and Scrutiny Committee and, following a thorough examination process, a report from an independent Planning Inspector.

The decision means that the new Charging Schedule comes into effect from 21 February 2019, replacing the existing charge which has been in operation in Poole since 2013.

CIL is a locally set charge which is applied to new development to help pay for infrastructure such as education, transport, health and community facilities and plays a key role in delivering sustainable growth in the borough.

The CIL Charging Schedule sets out the level of fees to be charged on all developments in Poole:

  • Zone A: £230 per sqm (residential for Lilliput / Branksome Park, Sandbanks, Canford Cliffs)
  • Zone B (i): £60 per sqm (residential for Poole town centre – excluding the Twin Sails Regeneration Area)
  • Zone B (ii): £0 residential for the Twin Sails Regeneration Area
  • Zone C: £115 per sqm for residential across Central Poole and North Poole
  • Zone D (ii): £200 per sqm for retail development outside of centres and neighbourhood parades
  • £115 per sqm for retirement / assisted living housing in the Zone A area only
  • All other development, the proposed rate is £0 per sqm

Cllr Ian Potter, Cabinet Portfolio Holder for Planning, Regeneration and Transportation, Borough of Poole, said: “It’s important that the CIL Charging Schedule is updated to reflect changes in market conditions and the level of growth required in the borough in the future.

“Now that the CIL Charging Schedule has been formally approved, we hope it will provide clarity to developers and ensure future development can make appropriate financial support towards delivering infrastructure to mitigate impact.”
